This position is located in the Secretariat at the United Nations Headquarters in New York. The Associate Administrative Officer reports to the Programme Management Officer, Governance and Sustainability for the Global Compact. The focus of this job consists of providing Human Resource guidance and support, assisting in the management and tracking of the Global Compact Trust Fund budget, and providing general administrative support to the office.
Responsibilities
Within delegated authority, the Associate Administrative Officer will be responsible for the following duties:
Human Resource Management
- Advises programme managers on procedures related to recruitment, performance management and training. Coordinates with clients in GCO to identify upcoming vacancies.
- Undertakes actions related to the administration of the unit’s human resource activities, by initiating requests for Job Openings and other hiring manager activities; monitoring performance appraisal, raising requests for job classification reviews; monitoring mandatory training and other HR KPIs; ensuring consistency in the application of UN rules and procedures and advising Section Chiefs and GCO staff accordingly
- Liaises with the Department of Operational Support’s Headquarters Client Support Service (HQCSS) on matters regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Provides and maintains information on the entity’s staffing needs for inclusion in the GCO staffing table
- Coordinates, reviews and maintains records regarding agreements for staff being provided to UNGCO through interagency loans.
Budget and Finance
- Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program or business processes, and identifies funding sources
- Monitors budget/work program on a regular basis by liaising with donor Government Officials regarding contributions to the Global Compact Trust Fund. Monitors the allocation of resources in compliance with donor agreements and liaises with HQCSS on the funding source to be utilized to carry out different activities
- Supports the implementation of procedures and systems for implementing the appropriate financial database, including but not limited to keeping track of in-kind contributions for IPSAS purposes.
- Contributes to the development of budgetary guidelines for the Office.
General Administration
Supervises support staff as required.
- Coordinates, maintains and monitors agreements with Funds and Programs for the support of UNGCO staff assigned to satellite locations outside UNHQ .
- Coordinates, maintains and monitors agreements for the provision of in-kind contributions/support to UNGCO from partners and donors. Raises requests and liaises with HQCSS on other contractual matters that have financial or HR implications.

Education
An advanced university degree (Master's degree or equivalent degree) in in business or public administration, economics, finance, accounting, law or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Work Experience
A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required. (No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P)).
Experience in budget formulation and expense monitoring is desirable.
Experience with Enterprise Resource Planning software, such as Umoja, is desirable.
Experience in Human Resources Management such as monitoring staffing tables and identifying HR requirements is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
