This position is located in the Human Resources Management Section (HRMS), Programme Support and Management Service (PSMS) in the Office of the High Commissioner for Human Rights (OHCHR). The Associate Human Resources Officer reports to the Human Resources Officer (HRO) of the Unit and to the Chief of HRMS.

Responsibilities

Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:

General
• Provides advice and support to managers and staff on human resources related matters.
• Keeps abreast of developments in various areas of human resources.

Recruitment and placement
• Coordinates with client offices in identifying upcoming vacancies for non-staff personnel.
• Reviews and approves vacancy announcements, reviews applications, and endorses short-list to clients’ offices for non-staff personnel.
• Reviews recommendation on the selection of candidate by client offices.
• Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
• Supervises the maintenance of the human resources filing system for non-staff personnel.
• Supports the preparation of OHCHR`s bi-monthly non-staff personnel table and OHCHR`s gender and diversity related targets and strategies.

Administration of entitlements
• Administers and provides advice on salary and related benefits, and social security entitlements.
• Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
• Approves Shopping Carts and Services Entry Sheets for the contracting and payment of OHCHR consultants, individual contractors and fellows.

Staff development and career support training
• Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
• Provides induction orientation and briefing to new non-staff personnel members.

Other duties
• Supports the HRO in developing and maintaining new partnerships.
• Provides guidance to programme managers on the application of policies and procedures.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

A first-level university degree in human resources management, business or public administration, social sciences, education or related field.

Work Experience

A minimum of two years of progressively responsible experience in human resources management, administration or related area is required.
One year experience in processing administrative entitlements through an Enterprise Resource Planning (ERP) system is desirable.
Experience in providing administrative policy advice and guidance is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in French is desirable. Knowledge of another UN official language is also desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

The position is available for an initial period of one year. Extension of appointment is subject to availability of funding.
